How much is owed for rent and water rates?

The tenancy ended on 4 April 2025. The landlord provided rent records and water rates invoices which prove the amount owing at the end of the tenancy.

Did the tenant comply with their obligations at the end of the tenancy?

At the beginning of the tenancy the tenant had asked to be able to hang a television and pictures on the wall.
Section 42A of the Residential Tenancies Act 1986 provides that a tenant can seek consent for a fixture, renovation, alteration or addition. Section 42B(4) of the Residential Tenancies Act 1986 provides that a tenant must, on or before the expiry of the tenancy, return the premises to a condition that is substantially the same as the condition that the premises were in before the minor change was made.
In this situation the tenant did not seek consent in writing and the landlord did not respond in writing, however it was not at issue that the request was made, and consent was given for these minor changes.
Therefore, it is my view that the tenant should return the premises to the condition before the holes were made in the walls.
The landlord has provided an invoice dated 25 April 2025 for patching, plastering and painting wall holes in a bedroom and the lounge. There are photographs of the holes after the tenancy ended together as well as pre tenancy photographs.
The tenant said that the landlord carried out a full renovation of the premises after the tenancy ended and therefore, they should not be liable for the cost of repairing the damage.
I am satisfied that the wall holes, while minor, caused damage to the premises and that damage occurred during this tenancy. The claim sought is ordered.
As both parties have had some success with their claims I make no award for reimbursement of the filing fee.
