Reasons

The landlord attended the hearing by telephone today. I telephoned the tenant however the phone number did not connect. I continued in her absence as notice of the hearing has been posted to a new address provided by her at the end of the tenancy and has also been emailed.
This tenancy started in September 2024 and ended after the tenant gave notice on 9 September 2025 and vacated soon after that date.
The landlord’s rent ledger shows that rent has been charged to 1 October 2025 which is a notice period of 22 days. The Residential Tenancies Act 1986 requires tenants to give at least 21 days’ notice. 1 The landlord has overcharged rent by one day which is $22.72. I credit this amount to the tenant which means there is a total rent credit of $382.59 (shown in the table in the orders).
The landlord has applied for compensation for costs it incurred after the tenancy ended. My decisions on the claims are:- a. The landlord claims the full cost of house cleaning which is $962.87 but the photos do not justify this. The tenant left the premises reasonably clean and tidy apart from a few minor missed areas and some marks on the carpet. I award the costs shown in the landlord’s work order report for carpet cleaning which totals $387.85, and $40.38 for the minor missed areas. b. A tenant is required to remove all belongings and rubbish at the end of a tenancy. Photos show that two beds (which look to be in good condition) were left behind. A bundle of sheets and assorted small household items were left in the laundry. I award the invoiced cost of $821.05 for removal of 5m 3 for all items. I do not award a second charge of $179.25 as the photos do not support this. It might be useful for the tenant to know that charities will sometimes collect goods like beds and furniture that are in good condition for free which avoids having to pay for them to be removed. c. There was one hole in a wall in the living room and I award $40.35 being the cost to repair.
I do not suppress the name of the landlord. As the government housing provider, transparency of its actions is in the public interest. I have not suppressed the tenant’s name but note that rent is in credit, the premises were left reasonably clean and tidy, and, in my view, the proven claims do not show any significant cause for concern. I encourage the tenant to attend any mediation or hearing in the future so she can have her say.
