Reasons

Both parties attended the hearing.
The landlord has applied for compensation, and reimbursement of the filing fee following the end of the tenancy.
At the end of the tenancy the tenant must leave the premises reasonably clean and tidy, remove all rubbish, return all keys and security devices, and leave all chattels provided for their benefit. See section 40(1)(e)(ii)-(v) Residential Tenancies Act 1986. The tenant must also replace standard light bulbs.
The tenant did not leave the premises reasonably clean and tidy, and did not remove all rubbish.
The tenant did not return the keys to the landlord.
The tenant did not dispute the amounts for lawn mowing or for the re-keying of the door. The tenant accepted liability for the cleaning except for the flexi bin costs. The flexi bin costs had been removed in the amount ordered above.
In relation to the damage claims, the tenant accepted having had a dog in the premises and that the carpet was damaged due to the dog urine. Despite multiple efforts by the landlord to have the carpet cleaned, in the end it needed to be replaced.
I have factored depreciation into account in ordering the carpet replacement. I order the tenant to pay the landlord $2,660.82 for carpet replacement.
The tenant accepted liability for one broken glass pane in the toilet, one door handle and 6 light bulbs.
The tenant proved with photos that the damages to the fence, kitchen glass, and a hole in the wall in the toilet were all pre-existing or not the tenant’s fault.
Accordingly, I order the tenant to pay the landlord $615.25 for repairs only.
Finally, because the landlord has substantially succeeded with the claim, I order the tenant reimburse the landlord’s filing fee.
