The tenancy ended on 7 March 2025 after the landlord served a notice ending the tenancy. The landlord provided rent records which prove the amount owing at the end of the tenancy.

Did the tenant comply with his obligations at the end of the tenancy?

There is a claim for extensive room cleaning at the end of the tenancy. Tenants must return the premises in a reasonably clean and tidy state and remove their rubbish at the end of the tenancy. See section 40(1)(c) and (e)(iii) Residential Tenancies Act (RTA).
This is the landlord’s claim to prove. I was not provided with any evidence to support the claim that the tenant’s room needed additional cleaning, such as inspection reports, photographs, or test results. The claim is dismissed.
There is a claim for $250 for replacement keys. No invoice was provided. The tenancy agreement specifies a standard additional charge of $250 if keys are not returned. I have advised the landlord that I cannot order a standard fee for a lock change because I have to be sure the landlord suffered a loss, and that the amount the tenant is ordered to pay is fair. The landlord should be returned to the position it would have been in had the tenant not breached his obligations, and should not be better or worse off. The claim for replacement locks and keys is dismissed.
I have advised the landlord’s representatives to get legal advice about the other standard charges in the tenancy agreement.

There is a claim for damage to the door and the door jamb. A landlord must prove that damage to the premises occurred during the tenancy and is more than fair wear and tear. If this is established, to avoid liability, the tenant must prove they did not carelessly or intentionally cause or permit the damage. Tenants are liable for the actions of people at the premises with their permission. See sections 40(2)(a), 41 and 49B RTA.
I have seen photos of the damage, heard the verbal evidence from the representatives at the hearing, and seen the invoice for the work. I am persuaded the damage was caused during the tenancy. The damage is more than fair wear and tear, and the tenant has not disproved liability for the damage. The amount ordered is proved. Other orders
Because the landlord has substantially succeeded with the claim I have reimbursed the filing fee.
The landlord has made an application for suppression. The Tribunal may, on the application of any party to proceedings or on its own initiative, order that the name of a party not be published, having regard to the interests of the parties and to the public interest. See section 95A RTA.
I am not allowing suppression because the landlord is a social housing provider and there is public interest in how these are managed. The tenant’s name is published because there is also public interest when tenants owe money at the end of a tenancy.
